Outsourcing for website coding, Where do I start?

Hey, I've designed a complete website and am looking for a coder with whom I won't have to split monthly profits with. A friend suggested outsourcing at rates near 4$ an hour to foreign companies. This seems like a fantastic idea, in my opinion, but i have no idea where to start! How do I contact people with such talent, willing to work at such a low price?
