Wireless in Korea?

In U.S apartments there is a freakish amount of wireless signals that it actually can mess with your own signal. However I noticed in Korea that no matter where I go I can't seem to find a wireless signal. Anyone know more about this? Is it a cultural thing? A way to save eletricity, etc?
