Why is video evidence submited in non-standard formats?

I don't know who to blame security camera companys or idiots in loss prevention departments, schools, etc. It seems like everyone submits video files as evidence that are non-standard format, that VLC, Windows Media, nor Quicktime can play. No there is no codec package for them too. So if they don't include the proprietary player on the disk, I have to call and find someone competent enough to get me the right software. Then I have to install software on a public prosecutor or Court official's computer that I can't always verify the source. I can virus scan it, but that still doesn't give piece of mind. What can I do? It's not like I reject the evidence, I'm not the attorney.
